Multi-Tiered System of Supports (MTSS) – Parent Guide 2025–26
At Brewster, we believe every student can learn and succeed. The Multi-Tiered System of Supports (MTSS) is how we make sure each child gets the right support at the right time — academically, behaviorally, and emotionally.

What is MTSS?

MTSS is a whole-child approach that provides layered levels of support based on student needs. It is a proactive, whole-child approach that helps schools identify and meet the needs of all students academically, socially, emotionally, and behaviorally. MTSS combines:

  • High-quality instruction – All students benefit from strong, evidence-based teaching in the classroom.
  • Early Identification – Schools regularly assess students to catch challenges early—before they become bigger issues.
  • Targeted Interventions – Students receive help that matches their specific needs and is designed to help them grow.
  • Frequent Progress Monitoring – Schools check in regularly to ensure that supports are effective and make changes if needed.
  • Collaboration Between School and Home – MTSS works best when educators and families work together to support student success.  

How Does MTSS Work?

MTSS has three tiers of support. Every student receives support at Tier 1, and additional support is added as needed.

Tier 1 – All Students
✔️ Core classroom instruction aligned to standards
✔️ Social-emotional learning (SEL)
✔️ Universal screening & ongoing assessment
Tier 2 – Some Students
✔️ Small-group intervention
✔️ Targeted support in reading, math, or behavior
✔️ Progress monitored regularly
Tier 3 – Few Students
✔️ Intensive support
✔️ May involve specialists (e.g., reading, counseling)
✔️ Frequent monitoring & team meetings

How Do We Identify Needs?

We use:

  • Universal screeners 3 times per year (e.g., i-Ready, FastBridge)
  • Teacher observations
  • State and local assessments
  • Behavioral and SEL data

Students who may need extra support are flagged and discussed at school-based MTSS team meetings.

What Kinds of Support Might My Child Receive?

Support can include:

  • Extra help with reading, writing, or math
  • Small group or one-on-one instruction
  • Support with organization, attention, or behavior
  • Social-emotional skill building
  • Check-ins with counselors or intervention staff

How Are Families Involved?

We believe families are partners in learning. You can expect:

  • Regular communication from teachers or intervention staff
  • Updates on your child’s progress
  • Opportunities to meet with the team and ask questions
  • Ways to support your child at home

To provide a clear, proactive system where all students:

  • Feel safe and supported
  • Learn at high levels
  • Have access to the help they need, when they need it
